Sure all these scenarios seem possible. The work is then to define these attributes and how they work. For example I think I have an idea about the military of the new world (different units, higher numbers, very brave, low firepower) but how did the economy work? Did they Indian tribes trade? Could you sell them goods for example? If so they would be quite similar to minor nations in Imp 1 and a Imp 2 like scenario would be doable relatively easily.
